Founded in 1997, the Company has extensive experience in cooperation with more than 100 countries across the world. “Ukrinmash” is dealing with the full range of defense technologies, including aircraft and related systems, armored fighting vehicles, SIGINT and radar systems, artillery and munitions, in addition to the provision of military MRO services.

 

Arms export is a fairly specific business domain that is dynamically developing and changing, even despite the high-tech nature and long life cycle of defense hardware. Situation in this market is rather volatile, and successful companies are those that quickly adapt to market challenges caused by geopolitical changes, military conflicts, arms race, and technological discoveries.

 

“Ukrinmash” has recently implemented a series of reforms and transformations in order to be better responsive to market demands and customer needs. In particular, these changes addressed issues that improved the Company’s structure, electronic document workflow, marketing strategy, and, most importantly, growth through market reach expansion. This all is aimed at making “Ukrinmash” into a proactive, dynamic company capable of effectively responding to the challenges of the time and the market.

 

Since independence, Ukraine has managed to preserve its scientific and technological potential. We possess one of the world’s most competitive defense industries, which is underestimated to a significant degree while holding a huge potential for growth. Ukraine has fully changed the structure and specialization of its arms business, not least because of the growing competition from Russia as well as Eastern European, Baltic and Balkan countries. The Middle East, Asia, and Africa are the key markets for the Ukrainian arms exports, and we are vigorously searching for new market partners in Western Europe and South America.

 

Ukraine’s Defense Industry Complex encompasses some 130 state-owned enterprises under the umbrella of Ukroboronprom defense industries holding group, in addition to over 150 privately-owned defense industries. Ukraine is a leader in a number of technology areas, and I do believe it probable that Ukraine will soon become home to new, huge arms manufacturers.

The Ukrainian defense industry is focused, in the first place, on ensuring security, sovereignty and economic power of the State, and on providing for the needs of the Ministry of Defense and other security institutions.

 

But what makes this business profitable is exports. And so it’s critical that all the shareholders act in a comprehensive, coherent and coordinated manner in order to make Ukraine’s military and defense industry complex strong, effective, and efficient. In Ukraine, a monopoly right to export arms and military equipment is currently enjoyed by several state-owned companies licensed by Government as arms dealers, and several more companies hold export licenses for their own products. But this market, however, tends to be more liberalized, especially in import operations. Thus, the Ministry of Defense has been authorized to purchase directly from foreign suppliers without the mediation of specialized government agencies. And we do believe that more private suppliers will soon be eligible for export licenses.

 

When this is going to happen is unknown, however, “Ukrinmash” proposes that State-owned and private manufacturers should begin working together right now. This need is critical because arms manufacturing is so complex that it’s impossible for a company to become fully self-sufficient in manufacturing, logistic provision, and marketing of a given product.

 

In the emerging market environment, an ever more important role will be played by system integrator companies that are able to converge different technologies together in order to achieve a turnkey, fully integrated solution.

 

We invite all suppliers to Ukraine’s arms market, domestic and foreign ones to cooperation in both the import and export of arms, development of innovative military technologies, integration of these military technologies into shared products, and in investment in new products.

 

I would like to emphasize that the SE SSFTIF “Ukrinmash” has unique expertise, experience, and capabilities in this rather closed business community, and cooperation with “Ukrinmash” is therefore always mutually beneficial and effective. For the State Enterprise SSFTIF “Ukrinmash”, the key strategy lies in the development of long-term contracts and major collaborative projects with partners in as many countries as possible, and in diversification of supply sources. We invite all companies to cooperate in this business.

 

It is only by joint effort that we will be able to achieve significant outputs, because it is difficult to work in this business on behalf of a one given private firm only. Businesses that are able to achieve the best outputs are those that work on behalf of the State.
